CCCC-AECOM Eco-Environmental Co., Ltd. (HPDI / CCCC)

The entity recorded here is the Beijing-based environmental joint venture that AECOM announced on August 7, 2017 with CCCC Highway Consultants Co., Ltd. (HPDI), a subsidiary of China Communications Construction Group. [1] AECOM said the venture was intended to serve China’s growing need for stronger environmental protection; the announcement establishes the venture’s origin and intended remit, but does not by itself establish its later operating status. [1]

The announced business plan covered environmental-restoration consulting and planning, soil and groundwater pollution, water resources, surface water and sediment remediation, solid-waste treatment, air-quality work and wastewater treatment. [1] AECOM described the combination as bringing its international expertise and diverse skills together with HPDI-CCCC’s local knowledge and reach in China. [1]

HPDI’s institutional background helps explain the partnership’s infrastructure focus. [2] HPDI says it was founded in 1954 as the Ministry of Transport’s Highway Planning and Design Institute, later restructured into CCCC, and now provides integrated consulting across planning, feasibility studies, investment and financing, survey and design, construction, operation and maintenance. [2] Its current business description includes roads, bridges, tunnels, rail transit, municipal projects and ecological-environmental work. [2]

The venture therefore represented a proposed bridge between China’s large infrastructure-planning system and AECOM’s international environmental practice. [1] [2] Because the readily accessible official AECOM material is the 2017 establishment announcement and HPDI’s current site does not provide a dedicated update on this JV, this profile limits its claims to the announced structure, partner capabilities and intended environmental services.
