Shanghai Airport Authority is the public English name used for the Shanghai airport group created in May 1998, when Shanghai approved a company to operate and manage Pudong International Airport and Hongqiao International Airport together. The group’s own history describes this as the institutional response to a “one city, two airports” operating structure, with the two airports managed as one Shanghai air hub. [1]

Current group information identifies Shanghai Airport (Group) Co., Ltd. at Yingbin Second Road and lists Shanghai International Airport Co., Ltd. for Pudong and Shanghai Hongqiao International Airport Co., Ltd. for Hongqiao. The group’s disclosed airport-related scope includes construction, operation and management, aviation ground services, freight and logistics, warehousing, aviation-fuel support and related commercial services. This makes the authority a coordinated airport-system operator rather than the owner of only one terminal. [2]

The latest annual operating release reports that Shanghai’s two airports handled 839,000 arriving and departing flights in 2025, more than 135 million passengers and 4.5 million tonnes of cargo and mail. Passenger throughput rose 8.3 percent year on year, cargo and mail rose 7.9 percent, and Hongqiao passed 50 million passengers for the first time. The release also records 26 consecutive safe operating years for Pudong and 38 for Hongqiao, showing the system’s current operational scale and safety record as reported by the operator. [3]
