AECOM and CCCC Highway Consultants, a subsidiary of China Communications Construction Company, signed an agreement in August 2017 to establish a Beijing-based environmental-services joint venture. CCCC Highway Consultants Co., Ltd., commonly known as HPDI, is a Beijing-based infrastructure engineering and consulting company within China Communications Construction Company. HPDI’s official website says the company was established in 1954 and became a second-tier subsidiary of CCCC after its predecessor was reorganized into China Road and Bridge Corporation in 1999.
