Boston Scientific opened its first manufacturing base in China on October 15, 2024, at the Lin-gang Life Science & Tech Park in Shanghai's Lin-gang Special Area. The project followed a 2023 launch agreement and formed part of the company's shift from an import-led presence toward local manufacturing and product localization. [1] [2]

The facility includes laboratories, production workshops, warehouses and cleanrooms built to Chinese and international standards. Lin-gang authorities describe digital production and management systems that provide monitoring and traceability from raw materials to finished devices, with an initial focus on medical consumables and equipment. The local-government role extends beyond providing industrial space. Lin-gang publicized policies intended to accelerate review, registration and market launch for products made at the site, while Boston Scientific brought global factory methods and regulated-device manufacturing processes; this combination is meant to shorten the supply path to Chinese hospitals. In March 2026, China's National Medical Products Administration approved the OptiCross HD intravascular-ultrasound catheter for local manufacture at Lin-gang, the first domestically approved device designated for production at the base. Shanghai reporting also identified OptiCross products among the site's first local production programs, showing the partnership moving from construction into regulated commercial output. [2] [4]

Lin-gang Special Area is a geographic and administrative area within the China (Shanghai) Pilot Free Trade Zone, not a single operating company. Its official overview places it south of the Dazhi River and south of Pudong International Airport; initial development covers Nanhui New Town, Lin-gang Equipment Industrial Zone, Xiaoyangshan Island and the southern part of Pudong airport. The area sits between Pudong airport and Yangshan International Port and is administered through a dedicated Lin-gang administration. [1]

Shanghai’s 2025 review says Lin-gang was established in 2019 and had introduced more than 679 key projects in frontier-technology industries, attracting over RMB730 billion in investment. The same official account reports average annual growth of industrial output above designated size of 28.4 percent, while integrated circuits, civil aviation, biopharmaceuticals and artificial intelligence recorded a combined average annual growth rate of 38.3 percent; the IC sector’s six-year average growth exceeded 50 percent. An official 2025 account reports 166 institutional-innovation cases, including 79 national firsts, and says a Yangshan Free Trade Zone customs policy cut overall clearance time from two days to two hours and reduced costs by 50 percent. Lin-gang’s 2025 business-environment agenda also targeted cross-border and offshore finance, trade, data, healthcare and shipping services.
