CCCC Highway Consultants Co., Ltd., commonly known as HPDI, is a Beijing-based infrastructure engineering and consulting company within China Communications Construction Company. HPDI’s official website says the company was established in 1954 and became a second-tier subsidiary of CCCC after its predecessor was reorganized into China Road and Bridge Corporation in 1999. [1] Its historical account dates the predecessor’s formal establishment to August 23, 1954, as the Design Department of the Highway Bureau under China’s Ministry of Transport, responsible for national-highway planning, investigation, design, and management. [1] AECOM described HPDI as a wholly owned CCCC subsidiary and a leading Chinese engineering consultant with capabilities in mega-bridge design, underwater-tunnel design, and engineering consulting. [3] In 2017, AECOM and a CCCC subsidiary established CCCC-AECOM Eco-Environmental to pursue environmental-remediation and related infrastructure opportunities in China.
